
Mr. Jamal Shah, President of the Pakistan Japan Cultural Association (PJCA), Islamabad, along with the Executive Committee, is pleased to announce that Mr. Zafar Mahmood, Executive Member of PJCA, has been elected President of MAAP (Monbukagakusho Alumni Association of Pakistan). MAAP is a distinguished body of over 300 Pakistani scholars, scientists, doctors, engineers, and professionals who completed their Master’s and PhD degrees in Japan under prestigious Government of Japan scholarships.
About Mr. Zafar Mahmood
• Graduated in Electrical Engineering from UET Lahore (1974)
• Earned his Master’s in Electrical Engineering from Nagoya University, Japan (1981)
• CEO of InterSES, a leading engineering services company in Pakistan
• Over 50 years of academic, industrial, and professional experience, including 20 years in Japan
• Former President and Advisor of MAAP
• Deeply engaged in promoting Japanese language and culture in Pakistan
Contribution to Japanese Language Education
Mr. Zafar pioneered the Japanese Language Capability Test (JLCT) in Pakistan in 2018 by establishing JLCT Pakistan in collaboration with JLCT Japan.
Since then, more than 4,000 Pakistani students have taken and qualified this important test, opening study and work opportunities in Japan and strengthening people-to-people ties between our two nations.
Awards & Recognition
For his exceptional services in fostering Japan–Pakistan friendship and promoting Japanese language and culture, he has received:
• Japanese Foreign Minister’s Commendation (2018)
• Imperial Decoration – The Order of the Rising Sun, Gold and Silver Rays (2020)
Academic Contribution
Mr. Zafar is fluent in written and spoken Japanese (JLPT N1 certified) and serves as visiting faculty at NUML University. His wife has also been a full-time Japanese language instructor at NUML since 2004.
